Not a forecast (claim audit 2026-09-26, operator-approved): in the 2026-04-21 lecture Jiang described something already true or under way. His quote describes an already-existing announced plan ('the federal government under Trump has a plan called Operation Stargate') rather than making a new forward-looking claim of his own, and the AI surveillance/digital ID framing is the extractor's added interpretation not present in his verbatim words.
